Delivery drivers in breach of Rule 244.

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 8394660.
Three delivery m/c with their usual L plates parking on the pavement. Clearly unaware of Rule 244 of the highway code that states you should not park on the pavement. This is within the zig-zag line area of the crossing and close to the bus stop. It also obstructs cyclists from dismounting at this point to access the bike racks. Although unenforceable (at present) BCC should engage with the local CBT providers to ensure that common habits such as this, driving while using a hand held device and trailing feet on the floor are emphasised and publicised as unacceptable and a mark of driver incompetence.

Just seen a scooter driver drive up on to the pavement and further along to park next to the building.
Can CCTV and APNR be used to combat this behavior?
