Flower beds full of weeds

The new flower beds on this road and other roads linking the Banbury and Woodstock Roads have been completely neglected and are full of weeds and dead leaves as seen on the photo.

The installation of the beds and new paving took months of disruption and were no doubt done at huge expense. It is disgraceful to see how they have been neglected already. There seems to have been no plan for planting and maintenance of these areas.
