Traffic light timing off

There is an issue with the timing of the traffic lights where Caverhsam Park Road and Henley Road meet. Frequently, you could be driving on the Henley Road, and the lights will go red even if there is no traffic waiting to come onto Henley Road from Caversham Park Road. It happens most times when I approach it, and has even happened in the early hours of the morning where there is clearly nobody else around. Really, the traffic lights on the Henley Road side should always be green until there is someone on Caversham Park Road.
