The footpath gulley blocked outside our property entrance

The gulley in the footpath outside our property entrance, 97 Bedworth Rd, is full of silt and is causing the footpath to flood. It is positioned at the lowest point of the road and so takes all of the road runoff. We have continually reported this to Nuneaton council but to no avail. Can you help ? We have removed buckets of silt from the gulley but it looks like it is completely blocked with no water running away.
