2ft high pile of leaves

The sweeper has been out cleaning leaves from the northern bypass cycle track. But when the machine gets full the operator is dumping the load in the middle of the track. The picture is of a load left on the downhill section cycling towards Northway. If another cyclist was coming the other way I would have to stay left and would have hit it. I know its the sweeper operator as I caught them doing this last year. Why not empty the load into the grass verge? This is dangerous for those of us who cycle in the dark.
