Blocked storm drain

This drain has been blocked for years. Water collects and doesn't drain at all. We live opposite and in a flood area so storm drains have a very important role to take away surface water which is the cause of flooding in the area. The water creates a huge puddle on the corner of the road which causes problems and danger for cyclists
