Can parked on a junction obstructing a view for cars and pedestrian path

This vehicle keeps parking overnight on a junction to Elizabeth Way and Cara on both sides are not able to see oncoming traffic due to this poor parking. Cars going down Elizabeth Way are unable to see oncoming traffic due to this van parked on a junction. Pedestrians have to walk on the road as the van blocks pedestrian path off. I believe this parking is very dangerous to both cars and pedestrians and should be stopped. It has been happening regularly for the past week and longer.
