Pavement resurfacing has not been carried out where it is particularly needed

The recent pavement resurfacing works in this area have made the paths look great and actually reclaimed some of the original width from under the grass verges. However outside three or so house on this road the resurfacing has not been carried out. Presumably this is because of the difficulties due to the tree roots but is there a plan to come back and work on this section in a different way?
