Delivery sign in parking bay

Sent to Richmond upon Thames Borough Council less than a minute later. FixMyStreet ref: 8371995.

There is a chained sign in parking bay saying “keep clear delivery expected”. There is no company/ council name on it so can only assume a resident has put it there to “reserve” their space as only put there when they move their car. Seems abit odd they would be expecting a substantial delivery but go out
