Road safety concern regarding poor road surface condition along the Fawley by pass

I would like to raise road safety concerns regarding the poor road surface condition along the Fawley by-pass, .
The road has deteriorated beyond repair, with excessive rutting, grooves and depressions in the road surface.
As you can see in my photo the road has lost its skid resistance, which is essential for preventing accidents. As a result, this could cause loss of control from poor tractions by vehicles travelling at speed (part of the by-pass goes from a national speed limit to 40mph) during sudden stops and turns.
Water pooling in the depressions after rainfall also increases the risk of accidents, especially with the recent wet weather conditions and the oncoming icy winter conditions.
The road condition has deteriorated massively over the last few years and is most likely caused by the increase in repetitive movements of heavy trucks now using the road travel to and from the old Fawley Power Station and the Fawley Quarry sites.
