Frequent Roundabout Parking & Requirement For Bollard

People keep parking at the cycle storage in Winchmore Hill Green, blocking the roundabout and making it difficult to get bikes in and out of the pedestrian area. Also, one driver keeps parking in the gap between kerb & cycle storage at this location, fully blocking the cycle stand - would benefit with a bollard here as these drivers will just keep being opportunistic.
