Fly tipping at garages

Fly tipping has been here for months and continues to happen. Uncertain who is doing it.

    There is a small alleyway of land running behind the houses at Harcourt Close (numbers 17-22) and fenced off with a metal wire fence. This small alleyway is entirely blocked with brambles, self-seeded bamboo, nettles and other rubbish. It backs onto my land and the bamboo is starting to grow in my garden. I have attached the deed plan which shows that I do not own the alley/looks like it is under the responsibility of the council to maintain. I have also attached a photo from the view from my bedroom window which shows the overgrown state of the alley.
