Persistent Parking that blocks the road access and pavement.

We have had a persistent problem with Parking in our close by non residents. The issue has been made worse by the council changing the parking on Watergate lane. The street in a narrow street - single car width only. Cars of non residents park on both sides of the road, fully obstructing both pavements. The situation is made worse at school drop off and pick up times with 2 schools - st Julie’s and Much Woolton located at the top of the road and on the adjacent street. As a resident we have been unable to gain access to the road and our property as well as being unable to leave the road at these times. We have raised this with the councillor and both schools who say they are unable to do anything. There are 16 properties on the close but on most days there are a minimum of 10 cars parked at the top / entrance. It is also worth noting that all the properties are subject to a lease where Liverpool Council are the landlord; the lease states that we the residents are not permitted to park cars on the road as this would cause an obstruction, due to the width of the road. We would like the council as landlord to address the problem caused by non residents. We have young children in pushchairs, disabled children and wheelchair users on the street and they are being forced to use the road as the pavements are blocked by parked cars. We have had 2 near miss incidents one where a car entered the close not expecting a pedestrian to be walking up the middle of the road and the second where a car mounted the kerb at speed and narrowly missed one of our young residents walking to school. We would like you to consider painting double yellow lines at the entrance to the close and turning the close into a permit holders only street in line with the covenants in the lease.
