Unable to walk past dangerous spikey shrubs

Over hanging spikey branches on the pavement. Dangerous for adults children and dogs. This is on the corner house of lancaster/duchy.

The side on duchy - overgrown shrubs not allowing passage on pavement. Very slippery as having to walk on wet mud. This all needs cutting back. It’s protruding at least 2- 3 foot into pavement.
