Subject: Concern Regarding Display of Union Flags in Fareham

Dear Highways

I am writing to express my deep concern regarding the sudden and widespread appearance of Union flags along Highlands Road in Fareham, stretching from Kiln Road to Catisfield Road, including Blackbrook Road Since Friday, 17th October, these flags have been installed on numerous lamp posts, including areas surrounding local shops, the GP surgery, and key community spaces such as Tesco, Sainsbury’s, and the leisure centre.

While I fully respect the right to celebrate British events and national pride, I must raise a serious issue about the impact this display has on ethnic minority residents. For many of us, the Union flag—particularly when displayed en masse and without clear context—can evoke feelings of exclusion and fear, especially in areas where racial targeting has previously occurred or remains a concern. The flags now line my daily route to school, my local shop, my GP surgery, and the path to my son’s Beavers group along Blackbrook Road. Their presence has made these familiar spaces feel less safe and welcoming.

The symbolism of the flag, when used in this way and without explanation, risks alienating members of the community who already face racial discrimination. I faced two months of racial discrimination following Brexit and the police had to set up surveillance cameras to support our household and some of the neighbours and it was a very difficult time for all. It is essential that public displays in shared spaces reflect inclusivity and do not inadvertently contribute to division or intimidation.

I respectfully urge the council to consider the removal of these flags and to engage with the community—particularly ethnic minority residents—about their impact.

Thank you for your attention to this matter. I look forward to your response and hope for a resolution that prioritises unity and respect for all residents.

Yours sincerely, Yolanda Kirkup
