Public Footpath Obstructed by Fence and Hedge

According to http://maps.norfolk.gov.uk/ highways/ East Tuddenham FP2 runs on the south side of the WNW-ESE field boundary here. But at TG09351303 the route is obstructed by a fence and hedge running SSW. (See photo on the FixMyStreet website, which was taken from the western side of the obstruction.)

People with long legs can just about step over the fence, but there are some sharp metal wire ends sticking out, so this isn't recommended. It's also just about possible to squeeze under the hedge. A stile/gate is needed to cross the fence, and the hedge gap needs cutting back.
