Burnt out debris on street

My neighbour tells me that this case has been closed. Why? There is debris and burnt rubble in the road due to a bike being torched. When it rains it floods the pavement. How is this not a council or Bristol waste issue? What are we paying our council taxes for to just be told that the computer says no? Have informed my local councillor
