Unpermitted roadworks problem

Development are working on the highway, and have put up 3 way lights straight across our drive. Due to the bend in the road I and my neighbours cannot safely get off our drives. We have made the workmen aware of this and they have told me to "use my head" when coming off the drive. This is not helpful as we are going to have to drive on the right side of the carriageway on a bend where we cannot see vehicles coming from either direction. The workmen have told me they have requested 4 way lights for us, but I do not believe them. Please can GCC help in this instance?
