Manhole still not draining

Sent to Gloucestershire County Council 1 minute later. FixMyStreet ref: 8314493.
It's the 3rd time I report issues with drainage for the same spot. With just a few drops of rain, this start accumulated water and we had to use sandbags already. It's not acceptable. Recent ticket was closed and nothing has changed.

We will investigate the issue. If additional clearance work is needed, the local highways team will prioritise the most urgent reports. Where possible, maintenance tasks will be grouped together in a schedule for efficiency.
Sometimes during periods of heavy rain, even a clear gully can be overwhelmed. Usually the water will drain away within an hour.

I am not sure how the problem "has been addressed" if this morning, after overnight rain, the scenario was even worse. Nothing has been done, the day the crew came here to clean the drain a car was parked nearby and work couldn't be carried on, but I was told this would be looked at. Now the ticket has been closed but nobody did anything, unacceptable.
