South St a tip (again)

Huge stretches of South are covered in thick litter and mud - pavements & road gutters.

Given this is a recurring 'feature' has been happening for the last 8 years at least, why has no-one in mgt. considered it necessary & prudent (not to mention common sense) to have this busy road on a scheduled & regular clean? Why is still left to the public to report the recurring obvious & the council to react - repeat?

Please also remove that Hand Car Wash sign (and all others along South St) that limit or block the pavement.
