Vehicles parking on double yellow and red lines

Vehicles consistently parking on double yellow and red lines increasing the hazards for pedestrians crossing the road and road users having to go round these vehicles facing traffic coming the other way. Should be all red lines like it used to be but then someone will have to police it!!!!
