Tarmac has blocked the drains

B4017 from Preston rd to Saxton road resurface The new tarmac surface as it’s been put on top of old road surface, it means the surface is now higher and so the road drains now are nearly completely covered.. instead of at least a drain off of about 6 inches with tarmac below the tarmac is so high it has closed some and nearly covered others.The Drain covers are lifted. Should we have rain the water is now unable to drain off into the drain from the road gully’s..
