Public footpath blocked

Sent to Bromley Council less than a minute later. FixMyStreet ref: 8272619.
CPFC and its contractors have blocked the public footpath on CCR without either any advance notice or without displaying and notice of permission granted and timing of when the path will be closed. I therefore assume that no permission has been obtained from the council and enforcement action should be taken Further, they had applied tarmac to the step between the road and pavement to create a ramp of sorts but did not wait until this had set dry before opening the diversion. As a result, I used this with my dogs and their paws were covered in toxic tarmac. This is simply unacceptable

Whilst I understand the necessary authorisations are in place this work is still going on and today, SUNDAY 2 November, work was taking place. This work should not be taking place disturbing neighbours on a Sunday. Noisy building works are permitted on a Sunday so I question why this was occurring? Further the footpath was closed with no appropriate signage in place or the required pedestrian diversion. A mini excavator was in the road blocking traffic from one direction with NO traffic signage or suitable warnings. This was extremely and avoidably dangerous for both cars and pedestrians, the latter, like myself were being forced to walk on the road. It was an accident waiting to happen. I enquired with the contractors and they just said they were acting for CPFC and it needed to be done today. When I questioned about pedestrian signage and diversion, he said he was going to do it later.

Safe footpath is NOT provided. How is a wheelchair user expected to navigate the street? No temporary crossing has been made available

Note change to third party responsibility. We have called this out to the third party directly which should not be our responsibility but nothing has been done. What does the council intend to do to enforce the third party to fulfil its responsibilities?

I am writing to communicate the latest position of the public footpath outside the CPFC academy as marked. See attached photos. The situation outside the academy contravenes multiples traffic management and H&S regs: - the closure of the footpath is not signed either at the stay of its closure or at reasonable distance leading up to it as is required - there is no signed diversion for pedestrians - there is no display of the necessary permissions obtained from the Council to close the footpath again (for the third time in less than a month) or indication of when these permissions have been obtained until - the whole footpath and grass verge has been closed which appears unnecessary but makes life easier for CPFC contractors - there are no access ramps for pedestrians from the grass verge to the road level at either ends of the diversion - A wheelchair or pushchair user of the footpath is currently unable to navigate this section of the street and is therefore currently being discriminated against.
This is completely unacceptable and enforcement action is needed without delay.

CPFC are still not displaying any footpath closure signage or diversion signage and their diversion is pitiful being onto a very dirty, leaf covered and unkempt section of the road making it impossible for wheelchair or pushchair users to navigate

See attached. The closed footpath and diversion are not lit. I walked along this part of the road on my way home from work this evening and, despite being aware from memory that the footpath closure was coming, I partially tripped over, just catching myself, as a result of the poor lighting and no signage whatsoever.
As previously stated Palace are still not displaying any footpath closure signage or diversion signage and the diversion route is not adequately safe being onto a very uneven, leaf pile covered and unkempt section of the road making it impossible for wheelchair or pushchair users to navigate.
