Bins left on pavement forever.

Sent to Glasgow City Council less than a minute later. FixMyStreet ref: 8269594.

Household rubbish bins are permanently left on pavement everyday all the year round. Often they are overflowing,so the lids are open and seagulls and RATS have been seen on top of them chewing into the exposed bags.
