Enquiry About Replacing Grass Verge with Block Paving for Parking

Reported via desktop anonymously at 12:30, Wednesday 8 October 2025 using FixMyStreet Pro

Sent to Oxford City Council and Oxfordshire County Council less than a minute later. FixMyStreet ref: 8268990.

I would like to report a possible unauthorised alteration to a grass verge at 31 Stanway road, ox38hu . The grass has been removed and replaced with block paving to create a parking area, but no dropped kerb has been installed.

Please could you confirm whether this type of modification is permitted, and if specific permission or a vehicle access application is required? I have emailed previously but have not received a clear answer or investigation.

Thank you for your help.

  • Thank you for your enquiry. This has been investigated and currently there are no safety concerns with this area. Crossing a full height kerb in a vehicle is a traffic offence. To apply for an extension to a dropped kerb, a resident must apply to Oxfordshire County Council (the highway authority) for a section 184, before a properly constructed dropped kerb can be installed.
We at ODS are unaware if there has been any legal action taken regarding vehicles at the address. This would have been carried out by the Highway Authority, Oxfordshire County Council.

    State changed to: Investigation complete
