Swaffham FP 29 Obstructed at Red Lion

According to http://maps.norfolk.gov.uk/ highways/ and http://robert.mathmos.net/ osm/ prow/ norfolk/ breckland.pdf Swaffham Public Footpath no 29 starts from the Market Place, and proceeds through the yard of the Red Lion pub to the churchyard.

However, there's a sign at the entrance to the Red Lion yard saying: "This land is private. No public right of way" and the gate from the yard to the churchyard is locked and boarded up. (Photos are included on the FixMyStreet website.)

Please confirm that this right of way is indeed recorded as such in the Definitive Map and Statement, and if so please take appropriate action to remove the obstructions.
