Bollard missing. Delivery drivers on footpath

Hello, there use to be a bollard infront of this path, it was knocked over and instead of being replaced, the hole has been filled in. This has lead to many delivery drivers driving (with pace) along this footpath. As i dont have a front garden, my front door is on this path and its very unpleasant to step out to dodge a car, or to have to go through the bush to get around a van. Please can the bollard be replaced.
