Rubbish and units been dropped off

We have been suffering hugely with rubbish being dropped in this area, homeless leaving dirty clothes and having toilets in this area, items get dropped off with fly tipping from random people can we look at having cages put up for bins or something put in place to try and stop this its becoming awful for our residents.
