Overgrown area of brambles at waste land

We live on the boundary of Bristol and South Gloucestershire, with the new Lockleaze housing development directly behind our property. Between our house and the development there is a strip of wasteland. This was cleared when building began but has since been left unmanaged. It is now badly overgrown, growing through our fence and into our garden, and is attracting rats.
South Gloucestershire Council have confirmed it is not their responsibility. Could you please confirm who owns this land and who is responsible for maintaining and clearing it?
