Truck on pavement and double yellow lines

The truck is constantly parking on the pavement and double yellow lines, it also has no rear number plate.
It belongs to one of the garages just across the road and they park there trucks, cars everywhere in the estate blocking entrances, dumping cars in other business car parks, most of them with no MOT, if asked to move the owner gets abusive.
