One year outage review

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 8243789.

Two street lamps, 147 Swindon road and the first lamp on/attached to the green bridge here. Both are still out one year later ! I know SSE are behind, but not this far behind! There are outages like the one on Watermoor Road that have been dealt with quicker than this.
