Large and very busy layby in total disrepair with huge potholes covering it

Hello Please can someone explain the logic behind the double yellow lines that have been painted along this layby which lies on the B4525 between Helmdon and Falcutt! I thought double yellow lines indicated no stopping on or parking in that area This layby as the council should be well aquainted with, by now, following numerous reports is a disgrace to its country !! Why would money be wasted on labourforce, vehicle fuel and paint to paint these lines, when they are totally meaningless, surely the funds could rather have been used to resurface this very busy and constantly used by huge highways trucks layby. I always thought a layby was designed for getting off the road not parking along side it on the road surface :D It is actually ironic as the layby is in such a shocking state that i guess there is a risk of vehicles choosing rather to park on the road along side the layby, rather than risking vehicle damage going into the layby I had an incident this morning travelling behind a small van that needed to pull onto the layby and he pretty much came to a standstill while carefully pulled over in a gap he eventually found between the potholes. This kind of situation happens every day, iItravel that road up to 6x a day and see it happen daily. A layby should be such that a vehicle can slow down suitabably without having to 'stop' to pull to the side to avoid causing an accident. The layby has a bend at one end and vehicles coming round the bend at speed dont expect to meet a vehicle stopped just to pull onto the layby !! Sorry for the rant but i do wonder sometimes if there is any common sense in how repairs get handled !
