Inappropriate repair of historic pavement

A damaged slab has been replaced cynically with tarmac in front of a grade II* listed building, in front of Flats 10-18, Berkeley House, Charlotte Street. This pavement is historically significant for its aesthetics and heritage and the council has seen fit to fix it with tarmac. I cannot help but point out the irony of how stringent regulations apply to us as owners of listed buildings when it comes to conservation, but the council think they can get away with such cheap, illegal repairs. Please remedy this immediately by replacing the slab like-for-like before I report this to Historic England.
