Meet The Wonky Poles of Westland Drive

At least two are wonky, one still notably so (& unfinished it would seem).
Questions:
1) Why did no-one check the 'finished' sub-contracted work (before signing off on 3rd party payment)?
2) When will someone actually check the work - I assume those 'Planting Lines' are there for a reason ie min. depth.
3) When will the work be finished and to an agreed, acceptable standard? It's been lying like that for months now.
