Scaffolding on a neighbouring dangerous building

A scaffolding that’s been up for three years has load bearing on my roof has never been inspected as per HSE law or displaying a inspection tag There has been several driver storms and adverse weather over the last three years with still no inspection I’ve tried to report to RCT council with no forward progress It is now a concern to myself and family at been put in a vulnerable position
