People living in tents on grass

There has been an encampment of homeless people living in tents since a few days after Reading festival finished. They are going to the toilet in the bushes by the ambulance building and the smell is strong. There are now 13 tents there, and it appears to be growing each week. I have witnessed heavy drug use, alcohol abuse, a fight, shouting and all of this across the road from a primary school. I’m not sure what can be done, but leaving it as a long term camp is not helping.
