Parking in a turning area

This vehicle is constantly parking in a turning area, another vehicle will reverse up to it then they do a meat exchange between vehicles (is this legal?). I've lived here for 15 years as have neighbours and no one ever parks there as we all use it to turn round as its at the end of a cul-de-sac, the owners of the said vehicle live a few doors down(just moved in) they have room outside there own drive as we all do to park but choose to park here just so they don't have to keep moving it when they want to get there car of there drive like most of us do, I have spoken to owner of van and asked politely if they can move it and there response was they need the space to do there meat exchange he has already hit my neighbours car when reversing it past our cars(surely it's not legal to park there)???
