Parking on double yellows obstructing Main Street view

This car is parked on double yellow lines every night as the owner works for “Daawat” restaurant next to it. It obstructs the view of the main road for people getting out of hill street. Several neighbours have reported almost crashing into someone. We have politely asked them to park elsewhere but they refused. Can they please be asked to park elsewhere?
