After reporting both hoops, then raising a formal complaint when nothing was done, you finally came out and removed the one that had been propped up against the bus stop. You infilled its holes.
What you didn't do, and as suggested, was remove the loose remaining one - why not? It's clearly liable to end up in s similarly precarious thus dangerous state.
