Van parked on double yellow lines and pavement

The van in the picture is parked on double yellow lines and part on the pavement, it has been there for a few days now and is also blocking the view into and out of the turning, this belongs to the garages just across the road, this van and many cars the garages are working on are regularly blocking the roads, pavements and parked on double yellow lines throughout the week, they are also using the private carparks of other business with out there consent and have been asked many times not to, mainly to keep the untaxed cars off the road at a weekend, I wonder how the customers would feel knowing there cars are parked illegally most of the time.

There is also a car on the opposite side of the road (also in the picture), this is fully on the pavement and double yellow lines, it is stopping pedestrians from using the pavement so they are having to step into the road that the van is blocking the view of. this car and many other cars use the pavement for parking as there place of work has run out of spaces.
