Parking of damaged repaired cars of one person

This person at number 33 has 3 damaged repaired cars in other residents parking bays. He has painted the kerb yellow so no one can park there,so he can bring the bins down to the road,but this is his parking bay. Now there is a knock on effect because he is stopping residents from parking in their own bays including a disabled person. He just doesn't care about other people just buying,fixing and then selling cars,he is also suspected of selling cigarettes and tobacco from his flat. He has been doing this for almost 12 months and it needs to stop,please please investigate this matter. There is also a silver Ford Fiesta without Tax or Mot which belongs to number 38 or 39 Chelsea court. This mess needs looking into for the sake of the residents who need to park. A idea would be to mark and number the bays. Thank you
