Could tree at 75 Elmstead Ave be inspected?

Sent to Bromley Council less than a minute later. FixMyStreet ref: 8209238.
This tree appears cracked and in poor condition. Could it be inspected and if unsafe now could it be removed and noted for replanting asap?

Now this tree stump has been 'ground out' can it be replanted this season please? Cars are already parking over the pit. It might need further protecting when young tree is planted. Could you use a metal cylinder to protect it? There is another one already in the road a few doors down protecting another tree.
