Cones in road to prevent parking

A resident has placed cones in road to protect a parking space although there is no parking allocation on the road. The cones are placed by the resident at no. 10 St Andrews Road. Parking is limited in this road but it is a first come first served basis and they have no right to designate their own parking provision.
