Parking meter payment problem and charges

Sent to Reading Borough Council less than a minute later. FixMyStreet ref: 8205593.

Payment can now only be made by contactless card at the machine. Cash and the RIngo app are no longer payment options. I do not have a contactless debit/ credit card, How can I make payment? Also the charges for parking in this road are higher than other areas. e.g: Allcroft Rd, Morgan Rd; why is that?
