Unsafe Condition of Recently Resurfaced A39

I am writing to bring to your attention an issue with the recently resurfaced section of the A39. Despite the road being reopened, the surface was not ready for use when we travelled along it on 21/09/25. The tar had not dried properly, resulting in it adhering to all four wheels of our car. This caused our tyres to collect a significant amount of loose stones and grit, which are now stuck to the wheels. This has damaged the tyres and made our car unsafe to use. In addition, tar and debris were splattered across the wheel arches and paintwork, leaving visible damage and residue. I am concerned that this condition may present a risk to other vehicles and road users as well.
