MORE Roadworks with no prior planning

Temporary traffic lights during the rush hour on School Lane (Hardwicke side). This is despite the significant traffic delays being caused all around the area due to over-running A38 works. This is nothing short of sheer reckless and incompetent decision-making. Traffic has poured all the way down Field Court Drive, and through the temporary lights because of volume of traffic. This should not be active during the rush-hour. I am truly baffled that someone thought this would be a sensible idea. There were no warnings that this was being done, no signs warning of it anywhere.
