Drain / gullie pipe blocked in to ditch outside 19 mill rd

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 8194478.

The drain pipe that takes water from the road in to the ditch is blocked with mud, causing the road outside no19 to flood. I have removed the external mud and have dug out the ditch - I have no way of unblocking the drain pipe. Please unblock the pipe as the road flooding is stopping taking my disabled son out after it rains.
