Footpath blocked by fencing forcing pedestrians into the busy road

This has been here for over 6 months. Fencing totally blocking the footpath on Forbury Road at the corner of Forbury Gardens. There is a sign that says 'footpath closed' but no other safety provision. This is a busy dual carriageway and there is no way for pedestrians to cross without walking all the way up to the roundabout (still not a controlled crossing there) a round distance of 350 metres. This means that people are forced to walk in the road with traffic often going at speeds of over 40mph.
