Blocked the road with bins

This neighbour has blocked the road with bins stopping others from parking they have been doing so for over a month. It’s unfair as parking spaces a limited already, They have a skip in their garden but if they wanted to block the road they should of paid a permit and had it put on the road

48 Risca Road in newport still blocking the road constantly with their bins etc when approached they ignore it
