Fence built on what I believe is highways land

Sent to Oxfordshire County Council and South Oxfordshire District Council less than a minute later. FixMyStreet ref: 8175233.

Fence built right up to roadway. Causes issues as cars from house now have to put a nose fully into the road before being able to see creating a serious hazard. I also don’t believe the home owner has rights to build on the land as they have as there should be a gulley/culvert there to channel water.
